Capacity is what turns this from tidying into a puzzle. Because a rack cannot hold a fourth, the only way to reorganise is to create space first, and creating space usually means temporarily making the board look worse.
The presentation is calm and there is no clock, so a board can be studied rather than rushed.

Tips & Tricks
An empty rack is worth more than a nearly finished one. Clearing a rack completely, even at the cost of breaking up a pair, is usually the move that unlocks the board.
